In step 3, it says to open the text editor (PSPad for windows) and from there open the 'my' file located at ...\XAMPP\mysql\bin. Then you're instructed to go to line 63 and "replace" the "following" paragraph with a 15 line text they give you. My question is, since currently line 63 is blank, should i leave it blank and start at line 64? Are the instructions misleading, or is it supposed to be line 63?
And finally, it's not really a paragraph that starts on line 64, it's a section with 2 subpoints; do I replace the 1st subpoint, or both?

The contents of the 'my' file have probably changed slightly since those instructions were originally written. Don't look so much at the 'line numbers' themselves, the number of the lines is insignificant. Look at the content of the file and compare that to what the new contents of the file should be as written in the instructions. Much of the text is already there, it just needs going over with a fine tooth comb to verify every character is in fact the same.
