Closing a project when all tasks are checked off wouldn't work for everybody because a project could just be on hold until more tasks are added. Some people use ProjectPier mostly for communication through messages and not only tasks.
Basically, tasks lists are only a part of a project.
To add to what holyfield said, you can also close a project from its dashboard: "Mark project as finished".
You can close project from Administration panel only.
Administration -> Projects
And click on the checkbox of approprieate project to mark it closed.

Yes you are correct, project can be closed from its dashboard: "Mark project as finished".
I have used to do it via admin panel.
