Bug Tracker and User Registration

Can We Have Bug Tracker Option to be Visible to all People, and Adding Ticket Option by any registered Member.

Also Allowing registration option, as I see To add user, admins have to manully add them, there is no option of registration for user.

I mean option like redmin.org gives.

They are awesome but it needs lot of edit and few gems to be installed, which may not be available in shared hosting.
