After a user logs in, the administrator (or the user) may wish to be taken
directly to a specific page every time. This should be configurable per
user and both the user and the administrator should be able to change it.

I'm not sure why the admin should be able to decide what the users should be directed to. In my opinion at least, it sounds like something an admin could decide as a good practice thing to be directed to whatever page. But as a user, I would want to be directed to whatever I want.
Are you trying to help administrators (read managers) decide every details of the poor working bees? ;-)

The default setting should be the dashboard IMHO. If a user wants to change this (e.g. he wants the "My tasks" page as starting point) he should be able to do this .... even if he can setup some bookmarks in his browser for the favorite pages, like I did - but however.
The only scenario I can imagine that an admin wants to do this is when there is an overall PP project where infos for the owner company users are posted and the company wants to make sure that everyone will read that stuff.
This has the advantage that the user wants to work in PP and will be forced to read the news - how many of you have changed the default HP in your browser and never read the company's intranet ...
While this feature is doubtless useful, I think that it represents an unnecessary use of developper time as well as setting-bloat. If any user wants to land on a specific page they can just bookmark that page. If we can't assume that our users even understand bookmarks then we will be doomed to constantly give them millions of options that do things that the web already does easily and by default.
PP lets you stay logged in for two weeks, so once every two weeks the user may have to log in and manually go to the page they wanted, SO not the end of hte world.
Actually, if anything we should just make sure that if a user goes to a url for a specific part of a PP install and gets sent to the login screen they are forwarded to the original url after successfully logging in. This may already be the case, but if it's not then we should do it.
Having a whole option just for this is a huge hassle and will clutter the settings screen.
