In Projectpier each project has a place for 'Messages', this basically serves as a forum. There is no other forum functionality. It has been suggested that the 'Messages' section have a 'subject line only' view option so that it looks more like a forum. Anyone who wants to work on this should join the development team to coordinate their efforts with the rest of the development community.

Look in application/views/message for the templates used for messaging.
