Review issue status states

Description

I think that adding the status 'Closed - Not an issue' to the issue tracker would be useful, as there are some things which might be to do with a problem on the users server / downloaded file etc., which they assume is to do with PP, but is not.

Currently the only real status that could apply to the situation is 'Closed - Fixed' but if the problem isn't really fixed then...

Hi Alex. I think this is what's meant by 'closed - by design' as in: "It's not a problem, it was designed to be like that".

I would consider adding/altering the status options for the issue tracker. I basically just used the defaults to get things moving, but it would be good to give it some proper attention
