Description
To promote the use of tags and to avoid duplicate tags, I think it could be good to have the list of the tags already used in the current project below the textbox for the tags when creating a new object (message, task list, milestone, file...)
With one click on the words, they would be added to the textbox and disappear from the list.
See the attached mock-up.

I think the idea has good merit, however if there are more than just a handful of tags available that could get quite messy. I think a better solution would be to provide the top X tags and/or use an auto complete field (ajax) on tag input.
Good point.
In a way, I would suggest a combination of the list of the most used tags with auto-completion, but it would get crowded... The reason why I think the list is good is that for people who don't use tags too much, seeing them would make them more likely to add tags. But I agree with you in that it can guess messy.
I would have to go against a cloud of tags though :)
I wouldn't go for clouds either. I think it would look more or less the same as your mock up, and be somewhat similar to the way del.icio.us works.
I really like this idea, and agree with Ryan's comments about the ajax auto-complete. I do like Tim's suggestion of a combination of the two, auto-complete and selectable options from the top tags
This is probably not the place to mention this but it's related to tags, I would love to have access to tags across all projects.
It seems to me this would make tags more useful when you're dealing with many smaller projects -- I'm sure tags are really useful with larger projects for the current setup.
I have found because I have multiple small projects I'm making tags but they aren't as useful at the moment.
That being said, if tags for all projects you have permission to access were showing in a My Tags tab maybe that would increase the usefulness.
