Maxiumim Execution Timeout Error

I'm not sure if anyone else is having this problem, but whenever someone tries to upload large files they receive an execution time out error.

Fatal error: Maximum execution time of 1800 seconds exceeded in D:\wamp\www\index.php on line 3

I know this has probably to do with my php setting for max execution time for php scripts. I've already upped it to 1800 seconds as you can see(30 minutes). Is there somewhere else in my settings that I need update as well? or something else that I should consider?

Any help would be much appreciated.
